"Liquid Fuel Consumption Limits for Light Commercial Vehicles" implemented in February 2008

Starting February 1, 2008, China will implement new national fuel consumption standards for light commercial vehicles. This regulation introduces a two-tiered fuel efficiency limit, aiming to reduce the overall fuel consumption of such vehicles by approximately 10%. The standard, titled "Limit of Fuel Consumption for Light Commercial Vehicles" (GB 20997-2007), was officially released by the National Standards Committee on July 19, 2007. It marks the first mandatory national regulation in China specifically targeting fuel efficiency for light commercial vehicles. According to Jin Y, the lead author of the standard and chief engineer at the China Automotive Research Center, the regulation applies to vehicles with a design mass under 3,500 kg, typically featuring 9 to 12 seats, as well as those designed for cargo transport. The standard sets two stages of fuel consumption limits. From February 1, 2008, all newly certified basic models and their variants must meet the second stage requirements. By January 1, 2009, vehicles certified before that date must comply with the first stage, and by January 1, 2011, all applicable vehicles must meet the second phase. The standard establishes separate fuel consumption limits for gasoline and diesel-powered vehicles, based on different maximum design masses and engine displacements. For example, vehicles with a maximum design mass between 2,000 and 2,500 kg, using gasoline with a displacement of 1.5 liters or less, are limited to 9 liters per 100 km in the first phase and 8.1 liters in the second. In total, the standard includes 33 groups and 66 distinct fuel consumption limits. China's light commercial vehicles have significant potential for fuel savings. To develop this standard, the China Automotive Technology and Research Center conducted extensive research, including evaluations of fuel consumption systems, surveys of domestic vehicle usage, and statistical analysis of fuel efficiency data. Findings indicate that the first phase is relatively lenient, with most current models already meeting the requirements. The second phase is expected to be 5% to 10% stricter than the first. This standard plays a key role in supporting the implementation of the Energy Conservation Law. Its introduction is crucial for advancing China’s energy-saving initiatives, promoting technological improvements in light commercial vehicles, and strengthening the country’s automotive energy efficiency framework. With its implementation, China takes a meaningful step toward sustainable development and environmental protection in the transportation sector.
