How to achieve breakthrough in chemical energy-saving and emission reduction

From July 25th to 26th, over 200 representatives from major domestic oil and chemical companies and provincial industry associations gathered in Lanzhou for the National Oil and Chemical Industry Energy Conservation and Emission Reduction Forum. The event focused on discussing breakthroughs and strategies to improve sustainability within the sector. Experts at the forum highlighted the significant challenges the petroleum and chemical industry faces in achieving energy efficiency and reducing emissions. One key issue is that China’s industry still heavily relies on basic raw material production, with a small proportion of high-value-added fine chemicals. This structure leads to high energy consumption and large pollutant emissions, which are difficult to change quickly. Additionally, the industry has been growing rapidly—over 20% annually in recent years—which is equivalent to rebuilding an entire petrochemical sector every few years. Such a fast-paced development makes it extremely challenging to meet targets like a 20% reduction in energy use and a 10% drop in emissions. The experts identified three main difficulties. First, the rapid expansion of high-energy and high-pollution production capacity is hard to control. Investments in sectors like nitrogen fertilizers, soda ash, and calcium carbide have surged by about 30%, leading to severe overcapacity. Weak regulatory enforcement and local protectionism also hinder national policies from being effectively implemented. Second, the foundational work for energy conservation and emission reduction is lacking. Many energy and pollution statistics are outdated or non-existent, making accurate data collection and management difficult. Third, there is insufficient investment in developing and sharing energy-saving technologies. While some companies have made progress, they often keep their innovations private. Meanwhile, the government has not adequately promoted existing technologies across the industry. Participants acknowledged that no country has achieved such ambitious energy and emission targets during its industrialization phase. However, given the global attention on climate change and the strong public and governmental focus on environmental issues, the need to improve resource efficiency and reduce pollution has become urgent. It is not only a technical challenge but also a social responsibility that must be fulfilled. The forum reached a consensus on six key areas for improvement. First, raising awareness and fostering a sense of urgency among industry players. Companies should embrace “responsible care” and enhance their public image through concrete actions. Second, controlling growth and optimizing industrial structure by promoting organic raw materials, new chemicals, and fine chemicals while reducing reliance on high-energy products. Third, advancing circular economy practices based on the principles of reduction, reuse, and recycling. Fourth, investing in technological innovation, especially in energy-saving and waste utilization technologies. Fifth, strengthening personnel training to build a skilled energy management team. Finally, improving basic data collection and establishing an effective assessment system for energy and emission performance. These steps are essential for driving sustainable development and ensuring the industry meets both national and global environmental goals.
