Energy Savings and Emissions Reduction in the Next Three Years
The 11th National People's Congress held a press conference on the morning of March 11 at the Great Hall of the People. Xie Zhenhua, deputy director of the National Development and Reform Commission, highlighted that in the previous year, China achieved a 3.27% reduction in energy consumption per unit of GDP, saving a total of 89.8 million tons of standard coal. Despite these achievements, he emphasized that the challenge of energy conservation and emission reduction remains significant. Over the next three years, meeting the targets set under the Eleventh Five-Year Plan will be extremely challenging. Specifically, the average annual energy consumption per unit of GDP must decrease by more than 5%, and total pollutant emissions need to drop by over 7%.
Zhang Lijun, deputy director of the State Environmental Protection Administration, pointed out that the main challenge for meeting the emission reduction goals is the rapid growth of high-pollution, high-energy-consuming industries. Some regions have not prioritized environmental protection, opting instead for unchecked development that comes at a heavy environmental cost. Many of the projects launched in the past are now causing serious ecological issues. In some local areas, leaders have shown insufficient attention to environmental protection and energy-saving measures, resulting in minimal progress in adjusting the economic structure. Additionally, the pace of key pollution control projects has been slow, and enforcement of environmental regulations remains inadequate.
Xie Zhenhua stated that this year, China will intensify its evaluation of energy-saving and emission-reduction performance. The results of energy-saving assessments for 1,000 enterprises across all provinces will be released in March, and in June, the State Council will publish the evaluation results for provincial governments. He urged the media and public to closely monitor the implementation of these policies. To support these efforts, the government will adjust the industrial structure, strictly regulate credit, land use, and environmental assessments, raise barriers for high-energy-consuming industries, and curb their expansion. Efforts will also be made to phase out outdated production capacity, with plans to shut down 13 million kilowatts of small thermal power plants and eliminate 50 million tons of cement, 6 million tons of steel, and 14 million tons of iron production capacity this year.
Furthermore, the focus will remain on key enterprises and projects for energy-saving and emission reduction. Last year, China invested 5.43 billion yuan in energy-saving initiatives and established a special fund of 23.5 billion yuan, achieving notable results. This year, the government plans to increase investment in this area. The development of a circular economy will also be promoted, with 172 pilot units already established. These pilots aim to scale up the circular economy model nationwide. Various economic policies will be introduced to encourage enterprises to adopt energy-saving practices through legal and financial incentives. Finally, law enforcement and inspections will be strengthened to mobilize broader societal participation in energy conservation efforts.
