Energy Savings and Emissions Reduction in the Next Three Years

On the morning of March 11, the 11th National People's Congress held a press conference at the Great Hall of the People. Xie Zhenhua, Deputy Director of the National Development and Reform Commission, highlighted that China achieved a 3.27% reduction in energy consumption per unit of GDP in the previous year, saving a total of 89.8 million tons of standard coal. However, he emphasized that the challenge of energy conservation and emission reduction remains significant. Over the next three years, meeting the targets set under the Eleventh Five-Year Plan will be extremely challenging. Specifically, the country must ensure an annual average reduction of over 5% in energy consumption per unit of GDP, while reducing total pollutant emissions by more than 7%. Zhang Lijun, Deputy Director of the State Environmental Protection Administration, pointed out that the main obstacle to achieving the emission reduction goals is the rapid growth of high-pollution, high-energy-consuming industries. Some local governments have not given enough attention to environmental protection, leading to excessive economic development at the cost of environmental degradation. Many projects developed in the past are now causing serious environmental problems. Additionally, some grassroots officials remain indifferent to environmental protection and energy-saving efforts, resulting in minimal progress in industrial restructuring. To address these challenges, Xie Zhenhua outlined several key measures for this year. The government will strengthen its evaluation of energy-saving and emission-reduction targets. The results of energy-saving assessments for 1,000 enterprises across all provinces will be released in March, with provincial government performance reports published in June. The media and public are encouraged to monitor the implementation of these policies. The government will also adjust the industrial structure, tighten controls on credit, land use, and environmental assessments, and raise the entry barriers for high-energy-consuming industries to curb their expansion. In addition, efforts will be intensified to eliminate outdated production capacity. This year, China plans to shut down 13 million kilowatts of small thermal power plants and eliminate 50 million tons of cement, 6 million tons of steel, and 14 million tons of iron production capacity. The focus will also be on major energy-saving and emission-reduction projects. Last year, the government invested 5.43 billion yuan in energy-saving initiatives and established a special fund of 23.5 billion yuan, which yielded significant results. This year, further investments will be made in this area. The development of a circular economy will also be promoted, with 172 pilot units already established nationwide. These pilots aim to expand the scale and effectiveness of the circular economy model. Furthermore, various economic policies will be introduced to encourage enterprises to adopt energy-saving and emission-reduction practices through legal and financial incentives. Finally, the government will enhance law enforcement and inspections, mobilizing the entire society to participate in energy conservation efforts. By combining stricter regulations with public engagement, China aims to make substantial progress in its environmental and energy sustainability goals.
