On November 5, 2004, Hubei Governor Luo Qingquan signed the Provincial Government's Decree No. 270, promulgating and implementing the "Interim Measures for the Management of Phosphorus Resources in Hubei Province", and decided to implement total control over the scale of phosphate mining, for phosphate ore (powder) The implementation of the quasi-transportation system will require a three-year deadline for mine companies that do not meet the planning requirements, have an annual mining scale of less than 100,000 tons, and do not make comprehensive use of medium- and low-grade phosphate rock.

The issuance of the 270 order opened the rectification order for a new round of large-scale phosphate rock mining in Hubei Province. In many places, mineral resource management offices have been set up to strictly implement mining plan management, control the total amount of phosphate rock mining, effectively protect some of the low-grade phosphate rock resources, and curb the “rich mining and abandoning poverty” behavior.
